2027 Fees – Board Approves Reduction of 25% for Class 1 and 2 Agents 

CPATA’s Board of Directors approved a 25% reduction to Class 1 and Class 2 patent agent and/or trademark agent licence fees, bringing Class 1 single-licence fees down from $1,877 to $1,400 for 2027.  

This fee is even lower than the range proposed during this winter’s Call for Comments of $1,450-$1,550. It has been right-sized based on 2026 financial data, 2026 licence renewal numbers and submissions received in response to the Call for Comments. 

Schedule 1 (below) outlines the licence and other fee amounts for 2027 adopted by the Board of Directors at its June 4 meeting. The new fees are expected to come into effect January 1, 2027, conditional on CPATA’s By-Laws, which are drafted in conjunction with the Department of Justice, being amended in time for such changes to come into effect. In keeping with CPATA’s bylaw requirements, fees for 2028 will be adjusted by the Canadian September consumer price index (CPI).

Call for Comments, Financial Analysis and Licence Renewal Data 

As an independent regulator, CPATA’s funding comes exclusively from fees, 90% of which are licence fees. The College sets licence fees at amounts sufficient to have the necessary resources to meet its extensive mandate.  

In early 2026, CPATA modeled high-level projections for its expenses and revenues, to propose licence fee ranges for 2027-2028. The College then held a Call for Comments on the Proposed Licence Fee Ranges for 2027-2028 from January 15 to February 27, 2026. CPATA is grateful for the submissions shared by 32 individual licensees and IPIC. Overall, the feedback received indicated that fees should be reduced and proposed various lower amounts. The memo to the Board in the June 4th meeting package includes further details of the feedback received and the rationale for maintaining consistent fees across licence categories.     

Since opening the Call for Comments, CPATA closed its 2025 fiscal year and is well into the 2026 fiscal year. Finances are strong and operations are running smoothly, with no new expense fluctuations expected, and no matters currently requiring a withdrawal from the financial reserves. Licence renewal for 2026 closed on March 31, showing a 2% decrease in the number of Class 1 trademark agents, an increase in Class 3 agents in training and stable numbers of patent agents. 

CPATA’s staff, Audit and Risk Committee and Board of Directors carefully considered all feedback provided, in conjunction with budget, financial projections and licence renewal data for 2026 prior to the Board’s adoption of the 2027 fees as listed in Schedule 1.  

Noteworthy Changes to 2027 Schedule 1 of CPATA’s By-laws 

  • Significant reduction of Class 1 and 2 patent agent and/or trademark agent fees 
  • Approximate 2% increase for CPI (current figures are placeholder amounts) to other fees including Class 3 agent in training and Class 4 inactive licences, as well as to exam and other application fees 
  • Removal of fees related to remarking a qualifying examination (no longer applicable) and fees to surrender a licence 
  • Schedule 1 fees starting in 2028 to be indexed according to the September Consumer Price Index
