Board of Directors

The College is led by a Chief Executive Officer and Registrar along with a Board of Directors. The Board consists of five appointed and four elected Directors.

The Board has approved a Skills & Attributes Matrix outlining the range of experience, knowledge, attributes and skills the Board of Directors should collectively possess.

Appointed Directors

Appointed Directors are non-licensees who are appointed by the Minister of Innovation, Science and Industry.

Ruth McHugh

Chair and Director

Ruth McHugh is a professional accountant, a recognized FCPA, and holds an MBA from Edinburgh, Scotland. Ruth also holds the ICD.D designation from the Institute of Corporate Directors and the iGP from the Council of Canadian Innovators Innovation Governance Program.

Ruth has held C-Suite roles in the public, private, and not for profit sectors. Now in private practice, Ruth previously led executive oversight of Alberta’s Legislative Assembly Office and has served as Chief Operating Officer for the Office of the Auditor General of Alberta.

Ruth is an experienced international corporate director, advising and serving on boards with a global focus at the nexus of innovation, regulation, and governance. Within her governance portfolio, in addition to serving as Chair of CPATA, Ruth also serves as Chair, Chartered Professional Accountants (CPA) Alberta.

Iris Almeida-Côté

Iris Almeida-Côté, ICD.D., LL.M., M.A., IIA-CGAP is a certified Corporate Director and the CEO at INNOVACONNECT Inc., offering strategic management services in Executive Leadership, Governance, Cybersecurity, Risk management, Environment Social and Governance sustainability investing and in Finance and Audit, to Corporations, Academic institutions, and Indigenous Peoples organizations.

Chair, Canadian Space Agency Departmental Audit Committee (DAC) and Member, Citizenship and Immigration Canada DAC; Corporate Director, Public Relations without Borders; Conseil de Status de la Femme; Saint Justine University Hospital Corporation; Institut Études International de Montréal; INNOVACONNECT Inc and the CPATA Board’s Audit and Risk Committee. She is proficient in English, French and Spanish.

A jurist, she has familiarity with the changing legislative and regulatory frameworks. She trained in Cybersecurity and Risk Management at Harvard University. A strategic and agile C-Suite leader, Iris served as CEO – The Royal Society of Canada; President and CEO – Canadian Pension and Benefits Institute, President, and CEO – Canada World Youth, Senior Director, Policies & Programs – Parliamentary Centre Rights & Democracy; Director – Partnership Africa Canada, Deputy Secretary-General – CIDSE (Brussels) and President – MIEC (Paris). 

Iris is active in the Tech sector, Data Governance, Digital Modernization, and Intellectual Property ecosystems and has established private-public strategic partnerships in over eighty countries. Celebrated for her innovations, Iris was twice recognized as Top 100: Canada’s Most Powerful Women (WXN) Women’s Executive Network and the SME Passeport Award for International Commerce and Partnerships, Caisse de Dépôt et de Placement du Québec and the Board of Trade.

Amber Batool

Amber Batool is an Executive Director, Global Investment Banking at CIBC.

In her previous role as Vice-President at Sustainable Development Technology Canada
(SDTC), she led on the first published intellectual property strategy for the organization;
Amber also designed and led workshops for SDTC funded entrepreneurs on
developing their intellectual property strategies. She has deep networks in the
intellectual property community, and has presented at many events, including at
the Canadian Intellectual Property Office’s conference. Amber has been a member
of CPATAs Governance Committee since 2022.

Amber has held executive level positions in the public and private sector. In the UK she
worked for the Prime Minister’s Strategy Unit, the Cabinet Office and the HM
Treasury during the 2008 financial crisis. Amber was Chief of Staff to several
Cabinet Ministers and was speechwriter to the Chancellor of the Exchequer. She
also supported the Prime Minister’s office in briefing the Prime Minister for
Question Period.

Amber has a law degree and post-graduate diploma in law.

Karima Bawa

Director

Karima Bawa is a senior fellow with the Centre for International Governance Innovation (CIGI). Her research focuses on issues surrounding the commercialization of university research and development and capacity building in intellectual property (IP) strategy for Canadian innovators.
For the past several years, Ms. Bawa has been involved in various initiatives designed to help organizations better protect and leverage their IP rights. Most recently, she joined the Standards Council of Canada Technical Committee as an expert, representing Canada’s interests for the forthcoming IP Management Standard (ISO 50505). Ms. Bawa advises and supports technology start-ups and scale-ups.

Before her role at CIGI, Ms. Bawa was the chief legal officer and general counsel at Research In Motion (BlackBerry). In the 12 years she served at Research In Motion, she was a member of the senior leadership team and oversaw a global legal team. She was also a member of various strategic and operational senior management committees.

Ms. Bawa is a graduate of Simon Fraser University’s Executive MBA program and BSc program. She also obtained a law degree from the University of British Columbia and is a graduate of the ICD-Rotman Directors Education Program.

Thomas G. Conway

Director

Thomas G. Conway is a partner at Conway Baxter Wilson LLP, a law firm based in Ottawa, Ontario. Mr. Conway has practised litigation for 30 years and is recognized by his peers as a leading practitioner in corporate and commercial litigation.

From 2012 to 2014, Mr. Conway served as treasurer of the Law Society of Ontario, the highest elected office of the largest regulator of the legal professions in Canada. He led several important regulatory initiatives during his tenure at the Law Society. In 2014–2015, he served as president of the Federation of Law Societies of Canada, the umbrella organization of Canada’s 14 provincial and territorial regulators.

Mr. Conway is an honorary member of the law societies of Alberta, Manitoba and Saskatchewan. In 2017, the Law Society of Ontario awarded him an LLD (hon. causa) in recognition of his contributions to regulating the legal professions in Canada and to the cause of access to justice.

Elected Directors

Elected Directors are licensees who are elected from the profession to contribute IP subject-matter expertise to the public interest mandate of CPATA’s Board of Directors.

Anne-Abigail Fils-Aimé

Trademark Agent in Training Director

Anne-Abigail Fils-Aimé is a Trademark Agent in Training, Intellectual Property and Innovation Strategist, Trademark Specialist, and Advisor in Innovation and Intangible Asset Valorization with a bachelor’s degree in International Business Management. She supports creative, technological, and institutional organizations in protecting, strategically managing and commercializing their intangible assets.

With over six years’ experience in the legal field, Anne-Abigail specializes in brand portfolio management, IP strategy structuring, regulatory compliance, and innovation support. She also mentors and trains entrepreneurs through an integrated approach to IP within business models.

As a selected participant in the Council of Canadian Innovators (CCI)’s Innovation Governance Program (iGP), she advocates for better governance of intangible assets. Her work includes strategically integrating of IP into decision-making practices, developing internal policies that support innovation, and implement robust frameworks to protect and enhance research, design, and creation results.

She is also a graduate of the Conseil de l’innovation du Québec (CIQ)’s Innovation Consulting certification program.

Dennis R. Haszko

Patent Agent Director

Dennis R. Haszko is a registered patent agent and a member of the Intellectual Property group at Fasken, where he advises global clients on strategic patent protection in the United States and Canada. With more than 35 years of professional experience, he brings a cross-border perspective to intellectual property law, grounded in both private practice and in-house roles.

Dennis began his career as a patent examiner at the United States Patent and Trademark Office (USPTO), an experience that informs his practical, systems-level approach to patent prosecution. His practice spans a wide range of technologies, including telecommunications, biomedical devices, electronics, and mechanical systems.

He has successfully guided innovators—from start-ups to multinationals—through complex patent portfolios and is directly licensed to prosecute applications before both the Canadian and U.S. patent offices. He also advises on global IP strategy and industrial design protection.

Dennis holds a Bachelor of Science in Electrical Engineering from Ohio University and a Juris Doctor with a focus in Intellectual Property Law from the Franklin Pierce School of Law within the University of New Hampshire. He is former a member of the Intellectual Property Institute of Canada.

Steven Garland

Steven is a patent agent and lawyer at Smart & Biggar, where he is a Principal Counsel and previously served as the firm’s Managing Partner. He has over 30 years of trial and appellate experience. He has litigated on matters relating to patents, trademarks, copyright, industrial designs, trade secrets, breach of confidential information, and competition law. In respect of patents, Steven has acted in matters that have involved a wide variety of subjects, including chemical, electrical, biochemical, pharmaceutical, biotechnological, telephony, mechanical and computer/internet subject matter. 

Steven is a Past President of the International Association for the Protection of Intellectual Property (AIPPI) Canadian Group, and a Past President of the Intellectual Property Institute of Canada (IPIC). He is also an adjunct professor at the University of Ottawa Law School, where he teaches patent law. Steven is a regular writer and lecturer on intellectual property matters, both in Canada and internationally. He is also a member of the editorial board of the international publication Intellectual Property Magazine. Prior to becoming a lawyer, Steven was a Reservoir Engineer in the Canadian oil and gas industry. 

Scott Jolliffe

Scott Jolliffe is a trademark agent, an engineer and a lawyer. For more than 20 years, he served as managing partner, then CEO and Chair of Gowlings, which is now known worldwide as Gowling WLG. During his leadership tenure, Scott played a key role in positioning Gowling WLG to become a Global 100 law firm.

With more than 45 years of legal experience, Scott has served as a trusted adviser to senior business leaders on legal and business matters related to the global protection and enforcement of intellectual property (IP). He is a published author and frequent speaker on matters related to IP, legal ethics, conflicts of interest, diversity & inclusion, the business of law, and law firm leadership. He is the recipient of several awards, including the Lexpert Zenith Award for his “demonstrated excellence, action, and thought leadership in ways that have advanced diversity and inclusion in the legal profession and society”.

In addition to his work at Gowlings, Scott has previously served as the Chair of the Canada Arab Business Council and as a director on the boards of the Canada-Africa Chamber of Business and the Canada Israel Chamber of Commerce.
